Cross-Industry Coalition’s Concerns on Proposed Measures for Reuse & Refill in Packaging Regulation
Euro Coop welcomes Europe’s commitment to resource efficiency but urges caution in introducing new measures and targets regarding reuse and refill in the Packaging and Packaging Waste Regulation (PPWR).
Euro Coop, in collaboration with a Cross-Industry Coalition, has jointly expressed its concerns to EU Parliament rapporteurs, Members of the EU Parliament from the lead committees – ENVI and ITRE, and EU Permanent Representations regarding the proposed measures and targets within the Packaging and Packaging Waste Regulation (PPWR).
Of particular concern are the new targets proposed by the EU Parliament, which have not undergone a rigorous impact assessment supported by detailed data or insights into consumer perceptions. Consequently, the primary message conveyed in the letter is the necessity to refrain from compelling businesses to invest in reuse and refill solutions without substantiated evidence of their viability.
Additionally, small and medium-sized enterprises (SMEs) would face challenges in making such investments, especially given the existing economic factors, including inflation and energy costs, as well as other sustainability targets outlined in current policies.
The letter further underscores the deficiency in the initial impact assessment conducted by the EU Commission during the review of the PPWR, which also lacked comprehensive data and adequate research on consumer perceptions.
