Euro Coop has joined Independent Retail Europe and HOTREC in a joint statement calling on the European Commission to clarify the definition of “manufacturer” under the Packaging and Packaging Waste Regulation (PPWR).
The three organisations warn that the current interpretation could classify retailers and hospitality operators as manufacturers simply because their brand name or logo appears on packaging, even when they do not determine its design or composition. This would create significant administrative and compliance burdens without delivering additional environmental benefits.
The joint statement calls on the Commission to confirm that retailers and hospitality businesses should not be considered manufacturers when they use packaging supplied by the actual manufacturer and do not influence its design beyond visual branding elements. The organisations also stress the need for consistent guidance across Member States to ensure legal certainty and avoid fragmentation of the internal market.
